Weeping Norway Spruce is a slow-growing conifer shrub with unusual weeping branches and a spreading habit naturally but can be staked and grown as a cascading tree.  Its dense rich green needles emerge bright green.  Prefers full sun and evenly moist well-drained acidic soils.  Some drought tolerance once established.
