Blue Star Juniper is a dense low-mounding coniferous shrub that makes a good groundcover.  Dense aromatic needle-like foliage is silver-blue and the small fleshy seed cone is blue.   Best planted in full sun and well-drained soils.  Drought Tolerant once established.
